SI Data Collector in Windows should not relay on WMIC due to deprecation

The Windows data collector service relies on the WMIC command which has been deprecated since 2016 and it is recommended to replace its use with powershell functions. On newer Windows versions (eg 11 and 2025), WMIC is not installed by default, and I have not found documentation on the SI site indicating it must be manually installed, but also in future versions the deprecation timeline indicates that it will be removed entirely.
