The 'System Down' field is not specified when Storage Insights is used to open a support ticket

When using Storage Insights to create a ticket for a monitored storage system, there is nowhere to specify a value for 'System Down' field. Depending on the device type, the 'System Down' field may be a required field in the IBM Support Portal, intended to be set during ticket creation. When viewing tickets in the IBM Support Portal, if that device has the 'System Down' field as a required field, then those tickets opened by Storage Insights will show the 'System Down' field in red without a selection of Yes or No.
