Provide a direct download (one time or multi-use) link for Data Collector

Downloading the Data collector on a workstation and then uploading it to a Linux/AIX/Windows machine is clunky and in some cases slow.

Providing a direct link to use native (CURL/WGET/etc.) mechanisms for download directly on the end system would be ideal.

    The download link in the GUI is authenticated and meets licensing requirements. Having a direct link would require us to replicate that, which isn't a good use of resource. We'll reconsider if we can offer something as part of the REST API that we have on the roadmap.
