FCM Win: Enhance support in clustered environments

The current configuration wizard in the MMC for the configuration of MSSQL, Exchange and NTFS volumes does not do any consideration if the application is running in a cluster.

- FCM config wizard should configure the attributes: VSSALTSTAGINGDIR and CLUSTERnode
- Add the created CAD to the service resources

Today (in v3.1) it always is necessary to reedit each config file manually, once the MMC config wizard ran, because the config wizard always adds "CLUSTERnode no" even in a cluster environment. This is horrible to maintain.

    Thank you for submitting the request. This is a recognized requirement and a solution appears to be desirable. This request is not in a committed release plan for next year,
    but the theme is aligned with our multi-year strategy, and will be a candidate for our future release. IBM’s plans may change and no commitment is made that a solution will be provided.
