Specific SVC User Group for FCM Actions

For the use of FCM with SVC, a specific SVC user is needed which has to be part of a specific group.

Currently, the user must be member of the group "Administrator".

As this group has a very high set of critical rights, it would be better to have specific FCM group which holds only the rights which are really needed for FCM actions.

    For recording keeping, the previous attributes were:
