One device class should be defined for one device(SVC) regardless of backup jobs

Spectrum Protect Snapshot for VMware with SVC device require each device class for each backup job now.
The product should be defined one device class for 1 device regardless of backup jobs.
The product also require each target set for each backup jobs.
A device class has one target set only.
The client (Protect Snapshot user) propose that the product should require one device class for 1 device and 1 device class is able to have some target set without the device class redefined.
Also, a target set is already used to any backup job, the product should prevent the target set is used other backup job.
