support multi-arch payload to add alt arch worker nodes to HCI OCP cluster

Customers who want to leverage unique capabilities of alternative architecture platforms supported by OCP such as LinuxOne and IBM POWER want to add these alt arch worker nodes to their x86 HCI OCP cluster.
