Allow separation of Fusion Data Foundation service upgrades from general Fusion upgrade

Allow used to disconnect / separate Fusion Data Foundation upgrades from the general Fusion operator upgrades. Data Foundation must be max N-1 rev from OpenShift, this limitation either prevents and sometimes causes OpenShift upgrades to fail in the field when Data Foundation is coupled to Fusion.
This situation either leads clients to deploy ODF and not FDF, or causes support issues during upgrades of OpenShift.

    i I have expressed in the past every single component should be installable separately as well as upgradable separately. Each component independent with no dependencies to any other. One operator per component all in the RH certified operator catalog each component viewable via a plugin in the OCP console. Only keep HW (HCI) monitoring could be kept in a desicated UI.
