Add dual stack networking to IBM Fusion HCI automated installation

Currently the IBM Fusion HCI automated installation only allows for single stack IPv4 networking, and nothing else. Other choices that are supported by OpenShift are IPv6 single stack network, or dual stack networking with IPv4 <AND> IPv6. The dual stack networking is the preferred option for most customers who need IPv6, and there are customers who require dual stack networks. Also the US Federal gov't has mandated that agencies be single stack IPv6 only by end of 2025 or 2026, and others will follow suit over time as well.

Furthermore, it is currently not easy or likely even possible or supported to add IPv6 as Day 2 operation to any node on the br-ex (bridged external) network interfaces created during node installations. And having IPv6 already on the node is a prerequisite from adding dual stack networking for the clusters (from IPv4 single stack configuration).

OpenShift Virtualization and the MTV (migration toolkit for virtualization) fully support dual stack networking.

Lastly, customers truly need to have the dual stack networking option out of the box. Adding IPv6 should not break your existing IPv4 networking, nor the automation. Please add dual stack networking as a selectable option during the Fusion HCI installation automation.
