Non-disruptive migrate between storage classes

See this idea on ideas.ibm.com

Need the ability to non-disruptively (or minimally disruptive) migrate data between storage classes. Needs to be fully automated with the user simply selecting the source PV and target storage class. Use Cases:

  • Replace storage provider such as existing CSI driver enable storage to Fusion storage classes

  • Upgrade GPFS(CNSA) on SAN to Fusion Ceph provider

  • Migrate data from unencrypted to encrypted storage class

If non-disruptive is not possible, need the ability to stage multiple migrations to happen in parallel to take advantage of normal infrastructure or application maintenance. i.e. on the next maintenance events, the 'list' of migrations will occur as part of the normal container restart.

We also need in // the ability to change multiple storage classes during a Fusion restore operation as an application may very likely use multiple PVC using multiple storage classes in a single namespace (e.g. CP4D)
