Additional controls allowing TSM server "delete filespace" command

A global TSM deployment with many TSM servers. Our organization has identified an issue with the current TSM Administrator support framework. The issue is the TSM support team currently has access to TSM server backup data as well as the primary data on the clients. With this access a disgruntled administrator could perform a delete of data on the client as well as perform a "delete filespace" of the same data on the TSM server.
We have been tasked with fixing this with a "Separation of Duties" approach where we would have 2 groups one for TSM server admin (system authority) and another group who would support the clients. Currently both system and policy authority can perform "delete filespace". We would like the ability to restrict "delete filespace" to administrators with only system authority. This would allow the TSM client team to be granted policy authority to register nodes and create schedules but not be able to delete backup data.

Some possible options would be a global "dsmserv.opt" to restrict this, or also individual administrator settings for policy class restricting this. etc

A similar setting for Operator authority and "delete volume" could also be considered

IBM has evaluated the request, and has determined that it can not be implemented at this time or does not align with the current multi-year strategy. This request may be resubmitted for consideration after 18 months from the date of submission. The request submitter will automatically be notified by email when the request qualifies for reconsideration and resubmission.

Please note that we are considering other ways to address this, such as by adding RBAC (Role-based access control) to TSM admins. In the mean time, if you are a Servergraph user, I believe they have the ability to restrict admins on a per-command basis.

Product - Tivoli Storage Manager (TSM) Family

For recording keeping, the previous attributes were:
