Allow ANS1946W "skipped file" messages to be disabled on restore to increase performance

Restores of file systems with very large numbers of files can be unnecessarily slowed if the "-ifnewer" or "-replace=no" options are used and a large portion of the target file system already contains files.

A recent restore attempt of a 6 million file file system died part way through reporting that the restore was not restartable (separate issue), and subsequent attempts to use -ifnewer and -replace=no generated millions of messages to the console and a huge dsmerror.log file, undoubtedly slowing done the actual restore considerably.

Users should have an option to disable these messages.

    Thank you for submitting this request. While consistent with our current product direction, we cannot at this time commit to delivery of this enhancement in the next release or two.  If, after our next release of TSM, you would like this requirement to be re-considered, please reopen it in RFE and we will again consider it. Thank you for your commitment to TSM and for your support in moving the product forward.
