TCP Window size - update default to 0 on platforms with auto tuning

Both the TSM server and TSM client has an option named TCPWINDOWSIZE that tunes the TCP window size.

Most of us would expect that the default would be 0, ie go with the operating system default settings. This is not the case, as the TCPWINDOWSIZE tunable defaults to a (low) value. While it was once introduced as a workaround for too low OS defaults, nowadays it is in itself limiting the client performance.

The problem is that the default once decided is today pathetically low, and since the implementation of TCP window auto tuning in the most common operating system it's even more detrimental to long-haul TSM performance.

My suggestion is to change the default TCPWINDOWSIZE to 0 on both client and server, for all platforms. This would be the least surprising default, and would work out of the box for all OS:es with TCP auto tuning or with decent tuning/defaults.

At the very least, it should be changed to 0 on all operating systems that employs auto tuning (Linux, Windows, MacOS, probably more).
