add webproxy/authentication for TSM Auto Client Deployment ftp access

The Auto Client Deployment function in the TSM Admin Center has the ability to connect to the IBM ftp servers and automatically download client packages, which assists managing large corporate environments.
Unfortunately, large corporate environments will also typically have a web proxy in order to access the internet and sometimes authentication to access the web proxy.
Per the PMR, support has indicated there is no way to configure a web proxy for this ftp function.
( the workaround is to manually download the file)

    Thank you for submitting this request. We are considering ways of improving this but it will not likely be in the TSM Admin Center and instead more likely via enhancements to the TSM Operations Center. We will look to target this for a future release but this statement should not be taken as a commitment as plans and intent are subject to change.
