Allocation of (file-based) Scratch Volumes

For file-based storage pools only.
1. TSM does not take into account free space in the fileystem when allocating new Scratch volumes
2. Owing to 1 if new disk (filesystems) are added there is no fuction that will "even out" disk usage.

This RFE is to:
1. Check free space in the filesystemm before creating a new volume.
2. Try to balance out disk usage across the filesystems. this is probably not feasible (or desireable) for client functions, but could be achieved during processes such as reclaim or move.

    Thank you for submitting this request. The first enhancement listed in your request is currently being targeted for a release. This is not a statement of commitment as plans may change but we will keep you informed as to the delivery or change in plans for that part. The second enhancement listed in your request, while it is understood and desirable, we will not be able to implement a solution in the next year or two. If after the next release of TSM, you would like that part of your request to be reconsidered, please submit a new request for enhancement.
