Option to start DSMSERV in "standalone" or "maintenance" mode

I would like to be able to start DSMSERV with an option that disables reclamation, administrative schedules, expiration and client sessions. I know it it possible to disable reclamation, expiration and administrative schedules by editing the dsmserv.opt file, but then I have to remember to remove the changes afterwards. Client sessions now have to be disabled by using a command after the server has initialized, which leaves a time window where a client session could start.

    Thank you for submitting this request. This is a recognized requirement and a solution appears to be desirable. This request is not in a committed release plan for this year, but the theme is aligned with our multi-year strategy, and will be a candidate for a future release. IBM’s plans may change and no commitment is made that a solution will be provided.

disable session .. persistent=yes - survive a tsm restart

i would be very nice to have a disable session which will survive a tsm restart (of course only client sessions). It's often necessary to restart a tsm server without immediately client traffic after a restart ( tcpport change needs a second restart)
