Windows TSM client installer to complete file replacement and verify without reboot

Windows installer should be able to identify any potential reboot requirement and identify the files in use so the administrator can get alerted before any installation process starts.

Windows TSM client installer relays on replace on reboot windows feature even in cases where a reboot is not needed at all.

Also, it doesn't check or alert when a file is in use and won't be possible to upgrade without a reboot (or to stop services or processes that could be using those files).

Repairing doesn't replace the files if they are already in place even when the version in the package is newer than the one already in the directory.
