backup stgpool improvements

Backup storage pool sometimes is 'hanging' waiting for a tape still in use. That causes issues with the replication, since the next backup storage pool won't run in the next day, because previous one is still running waiting for a tape for the last 24 hours.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    We'd recommend they come up to 6.3.3, the latest fixpack for V6.3.  There have been some items identified and fixed in replication that allow it to process in less time.
    If after coming up to 6.3.3 this issue persists please open an PMR and reference this RFE.
