Add ability to logically group multiple storage pool as 'Storage Groups'

Currently, all housekeeping jobs are done on a per storage pool basis. e.g.
PARALLEL
migrate stg pool1 lo=0 wait=yes
migrate stg pool2 lo=0 wait=yes
migrate stg pool3 lo=0 wait=yes
SERIAL
PARALLEL
reclaim stg pool1 thr=50 wait=yes
reclaim stg pool2 thr=50 wait=yes
reclaim stg pool3 thr=50 wait=yes

etc.
this means maintaining all TSM housekeeping becomes more onerous and time consuming as any storage pool changes and updates must be reflected in a number of TSM housekeeping jobs.

The other issue is that at present resourcing these jobs is difficult, as the total number of processes ( and therefore tape devices ) is done per storage pool. The repercussion of this 'per storage pool' method, is that in most environments jobs will finish at different times for each storage pool and TSM housekeeping will sit there and wait for one job to finish even though there are tape resources available to continue.

It would extremely useful to be able to kick off a TSM process, such as a migration, reclamation, and possibly backup storage pool ( would require some additional copy pool mapping to be maintained ).

E.G. instead of kicking off 3 concurrent jobs, with 2 tape drives each the job could be ran against the storage group and the maximum number of processes defined at the storage group level.

The goals of this RFE are:
1. Simplify management
- rather then maintain every script, simply maintain the storage groups. This would be hugely beneficial to large TSM environments which often have 40-50+ storage pools which at present all have to be managed individually.
2. Endow TSM with improved ability to run its jobs parallel.

    Thank you for submitting the request. This is a recognized requirement and a solution appears to be desirable. This request is not in a committed release plan for next year,
    but the theme is aligned with our multi-year strategy, and will be a candidate for our future release. IBM’s plans may change and no commitment is made that a solution will be provided.
