Make TSM HSM client auto-repair ANS9418W/ANS9414E issue

Certain dsmmigfs commands (e.g. dsmmigfs restart) may fail and report the following problems:

ANS9418W dsmmigfs: Cannot access the GPFS SDR for writing. It might be locked, or the var filesystem might be full.
ANS9414E dsmmigfs: Unable to create DSMNodeSet in the SDR. Aborting ...

A manual repair procedure for this issue has been documented by IBM.

However, in larger Linux/GPFS based clusters with HSM clients on several nodes we have observed this problem too often to accept a manual procedure as a fix.

Therefore an automatic repair within the HSM client is requested.

    While consistent with our current product direction, we cannot at this time commit to delivery of this enhancement in the next release or two.  If,
    after our next release of TSM, you still would like this requirement to be re-considered, please reopen it in RFE and we will again consider it. Thank you
    for your commitment to TSM and for your support in moving the product forward.
