Enhancement for Replication to Dissimilar Policies

In case of using replication to dissimilar policies and stgrule "ALL_DATA" with lower retention* parameters on the target site, the source send nevertheless all of source data to the target server.
After it, a part of inactive data will be deleted by EXPIRE INVENTORY processes. This is highly inefficient and results in higher last on the target server instance as needed.
I would suggest to introduce a new key for REPLICATE NODE command, something like "USING_TARGET_POLICY = YES/NO". The source server should read first the policy on the target site and
prepare the object list due to parameters of the target site if "USING_TARGET_POLICY = YES" or send object due source site if "USING_TARGET_POLICY = NO".
 This would give much better performance for replication in case of nodes with huge amount of inactive data.
