Allow to specify the location of the servermon commands.ini files

In current SP server versions it is not possible to configure the location of the always on servermon commands.ini file.
The default commands.ini file is included in the SP server installation directory, for example /usr/bin/tivoli/tsm/server/bin/servermon.
The default commands.ini file is copied to each SP server instance directory, subdirectory srvmon, for example /home/tsminstance/srvmon.
To become more flexible, for example for sharing servermon configuration files between multiple SP server instances, we request SP server options (or options in the servermon.ini) file allowing to specify a location for commands.ini and commandscustom.ini files.
