TSM Consolidate Command (SYS4645)

A TSM "Consolidate" command will do something similar to move nodedata, but thresholds can be set based on a node's level of tape fragmentation. Just as it's seamless that migration or reclamation starts automatically when disk and tapes reach a certain occupancy threshold, Node Consolidation will run when fragmentation reaches a certain point as set by the administrators. There is a risk for copypool. There should be a way to set a 'delay expiration' parameter for the node's data that's consolidated. Just as reuse delay puts tapes in a pending state, the optional delay expiration will allow a grace period for the node's data from expiring from the copypool if set to x number of days.
