Support for Azure Blob Storage Cold tier in TSM Server

Microsoft Azure Blob Storage offers three online access tiers: Hot, Cool, and Cold.
According to current documentation and support statements, the IBM TSM Server (Tivoli Storage Manager) currently supports only the Hot and Cool tiers.

From a technical perspective, there are no functional differences between these tiers — they differ primarily in billing and access cost models. The Cold tier is specifically designed for archival and long-term data retention, providing significantly lower storage costs.

By enabling support for the Cold tier in TSM Server, customers could potentially reduce Azure Blob Storage costs by up to 50%.
Since the tier selection is defined on the Azure side and not within the TSM Server configuration, it is expected that no software changes in TSM Server would be required to support this enhancement.
