Need better job and resource management feature to avoid multiple simultaneous job start upon SPP restart after unexpected outage

The current IBM Storage Protect Plus design makes that, upon appliance restart after an unexpected outage, all pending jobs are started simultaneously.

This can overwhelm the appliance available resouces if numerous jobs are pending.

As an example observed in a environment where Microsoft SQL is protected, log backups are scheduled to run every hour.

In case the appliance is restarted 1 day after power off, 24 log backup jobs only for one SLA will be started simultanreously while only 1 would be needed.

IBM Storage Protect Plus needs the possibility to manage the job schedule after restart to be able to manage/pause/resume/delete/throttle the jobs if needed.
