Add support for Operations Center in Ubuntu Linux

As Ubuntu is supported as a Server OS for Storage Protect the OC should also be available.

With a minimum of hacking the Operations Center works just fine in Ubuntu Linux.
The "hack"
install OC using the bypass flag.
ksh ./install.sh -c -vmargs -DBYPASS_TSM_REQ_CHECKS=true
Open the firewall for port 11090
ufw enable
ufw allow 11090,22
The Startscript for OC , opscenter.rc, is located this directory /opt/tivoli/tsm/ui/Liberty/bin so copy it to /etc/init.d/opscenter.rc.

It does not work with systemd, runlevel in Debian is sometimes 2 and some more needs fixing to enable it.
So add the following after line 2 in the script:

# Provides: opscenter.rc
# Required-Start: $all
# Required-Stop:
# Default-Start: 2 3 4 5
# Default-Stop:
# Short-Description: Starts/Stops an IBM Spectrum Protect OC server
### END INIT INFO

Then run:
systemctl daemon-reload
systemctl enable opscenter.rc
opscenter.rc.service is not a native service, redirecting to systemd-sysv-install.
Executing: /lib/systemd/systemd-sysv-install enable opscenter.rc
systemctl start opscenter.rc

    Yes, the Server can run on Ubuntu, so the OC should also be supported on that operating system
