Configure TSM4VE without SP Admin Access

IBM Storage Protect is a popular Service Provider product and it is possible to buy backup functionality using IBM Storage Protect as a backup engine.  But all of them is created to only run old legacy backup like installing client in the operating system and agents that are working for dedicated workload such MSSQL. 

But when it come to backup VMware IBM has a product called Storage Protect for Virtual Environment that has support for VMware 8 but of some reason this product (no other IBM Storage Protect Products) need Administrator Access to the Storage Protect Server and without that we can't configure the TSM4VE Agent. 

I want to be able to configure TSM4VE without having System (Administrative) access on the TSM Server so I can use IBM Storage Protect Server on a shared environment.
