Enable TCP keepalive also for inbound connections

Currently the dsmserv enables TCP Keepalive only for outbound connections, as the KEEPALIVE server option describes.

However, for the server it's more interesting to have TCP Keepalive for inbound connections in order to be able to detect connections that have been terminated by for example rude firewalls, and also prevent rude firewalls by terminating connections by keeping them active.

The required code changes should be minimal and are well tested in other software like openssh. IIRC, you can either set SO_KEEPALIVE once sometime between socket() and listen(), or you can set SO_KEEPALIVE for each connection after accept().

I would suggest to just extend the KEEPALIVE option to include the inbound connections as well, and use the already established KEEPALIVETIME and KEEPALIVEINTERVAL.
