Allow custom configuration of ciphers used by a Spectrum Protect server for TLS connections

Spectrum Protect servers use TLS for incoming client and administrative sessions over the netowrk. An incoming TLS connection is offered a number of ciphers to use for the TLS connection by the Spectrum Protect server. Whilst this list of ciphers can be restricted using the SSLFIPSMODE the ciphers offered are still too many and we would like to restrict the ciphers to a named subset of those offered when operating under the SSLFIPSMODE=yes option.

This restriction should be able to be enforced on the Spectrum Protect server rather than on the BA client.
