Option to configure rsize parameter in Storage Copy Data Management for Spectrum Virtualize/Flashsystem

Currently Storage Copy Data Management creates FlashCopy target volumes on Spectrum Virtualize/Flashsystem devices launching the following command:

mkvdisk -mdiskgrp <pool_name> -iogrp <io_grp_name> -size <size> -rsize 0% -autoexpand -node <node_id> -unit b -name <volume_name>

rsize 0% is discouraged according to the latest best practices described for instance at the website https://barrywhytestorage.blog/2020/01/09/performance-optmization-of-snapshots/ which can seriously impact system performance.

Storage Copy Data Management should give an external control over the rsize parameter value to be custom set by the end user. 

All the customers using Storage Copy Data Management and Spectrum Virtualize/Flashsystem can benefit from this enhancement and avoid performance problems.

The rsize parameter value needs to be externalized in a property file where Storage Copy Data Management  would use rsize as 0% by default, at the same time also giving control to the end user, to override the rsize value in the existing external configuration file.
