Provide option to prevent object-splitting on tape

Having clients archiving and restoring directly to and from tape we're trying to have the least possible amount of tape mounts.

However at the end of a lot of tapes the last file gets split when EOV occurs. There should be an option to consider a tape with enough free capacity to prevent splitting objects when EOV is reached during archiving. This could be done on device class level.

Spectrum Protect knows the utilization and estimated capacity of volumes/tapes. During archiving the file size is already known while a mount is requested.

In our case this manly concerns non-compressible high-resolution videofiles which makes the needed free space on tape even easier to calculate. Even if the object to archive is compressible the initially needed free space would still be sufficient to prevent splitting.
