Temporarily suspend deactivation and expiration of backup data.

We have received a number of customer requests, to temporarily suspend deactivation and deletion of backups due to retention policies. Often happens during and after ransomware attacks, where the customer have a temporary need for retaining deactivated data in more versions or longer, while still taking backup as usual.

We exclude the node from the expiration process, but that does not prevent the client from deactivating data, making some data unavailable for restore, despite not being deleted from the Spectrum Protect server (data is being flagged for immediate expiration, but is not deleted, due to not being processed by the "expire inventory" process).

So, a flag or an option to add on the client options file or client option set, that hinders the client in deactivating data.
Why else have the ability to exclude nodes from the expiration process?
