prioritize free space balancing in container storage pool directories more efficiently

For example: rather than filling some directories up to 100% while leaving others at 40%, have all directories at 60%
Currently experiencing an ongoing issue for over 1 year where directories are maxing out at 100% full because it fills them up with 10gb containers, but doesn't fully utilize the containers.
Current understanding is it picks best performing directories to store data, rather than trying to spread out the data usage evenly.

The current result is directories at 100% while others may be as low as 20% full. System admin processes page on directories at 100%. Would also like to have it reserve space effectively.

    This request may not be delivered within the release currently under development, but the theme is aligned with the current multi-year strategy. IBM may consider and evaluate any RFE Community feedback for this request through activities such as voting. IBM will update this request in the future.
