Schedule policy/job to execute every 4th saturday of the month

Policy can be set to start on the day of the month (1st, 2nd,...) and can be set to start at Saturday but repeat it every 4 weeks, because some months have 5 weeks it's not acceptable.

We need it to be set(because of load) every 4th saturday of the month or every second Sunday of the month like Spectrum protect has it in enhanced schedule.
