Design change to avoid deletion of Backup Data from a malicious hacker, mentally disturbed or very angry at his workplace

The following is a suggestion to ensure that Backup Data cannot be deleted by malicious hackers, internal Backup administrators who are very angry at their workplace or mentally disturbed. The proposal is to create a minimum of 5 Backup Admin Approvers to be used exclusively by management or the security department. These Admins must be created with 2 factor approval, and must not be able to be changed after creation. When new Admin Approvers are required, only an Admin Approver can create and must subsequently be approved by an Admin Approver. The said Admin Approvers must have only one function, and that is to approve or reject requests from a "normal" Backup Admin. When a Backup Admin wants to delete Backup Data, the actual deletion will only take place after an Admin Approver has accepted said deletion.
