speed up backup stgpool for file pools with dataformat=nonblock

On a SP server, we have lots of data from a CM8 environment, e.g. very many small files. About half of it from ICC and the other half from d3. 99% of this data is stored in FILE pools with DATAFORMAT=NONBLOCK because otherwise SP would cause a storage overhead of about 40% due to the block alignment.

Unfortunately doing a BACKUP STGPOOL to tape from such a FILE pool is extremely slow, only about 10% of the speed of a BACKUP STGPOOL from comparable data in a FILE pool with DATAFORMAT=NATIVE (the default) in the same server.

That means we currently only have the choice between pest and cholera...

It should be possible to speed up the BACKUP STGPOOL also from a NONBLOCK pool significantly.

A container pool backup to tape ("protect stgpool") is also slow and could really use a speedup ...

There is no current plan to revisit DATAFORMAT=NONBLOCK. We recommend leveraging container pools.
