SPP Needs fallback for vmx-04 (without cbt = full)

Spectrum Protect Plus does not backup VMs with virtual machine hardware version (vmx) 04, because this version does not support CBT (changed block tracking).

Spectrum Protect VE does backup these machines but makes a full backup every time (fallback to full backup).

An option in SPP is needed to achieve the same behaviour as in VE to fallback to full backup when the virtual machine does not support CBT.

For reference, SPP just throws the following error: Unprotected vm: %VMNAME%. Last error: [VM (%VMNAME%), version (vmx-04), does not support CBT.] {1}

    IBM has evaluated the request, and has determined that it can not be implemented at this time or does not align with the current multi-year strategy. This request may be resubmitted for consideration after 18 months from the date of submission.

    IBM recommends leveraging Spectrum Protect for Virtual Environments or in-guest Spectrum Protect Backup/Archive clients.
