Allow VDI timeout to be user controlled (SP for MSSQL, legacy backups)

When using Spectrum Protect's data protection for MSSQL (legacy backups), there is a hardcoded timeout limit for the TDP to wait for the availability of the VDI. Currently this is set to 60 seconds, and can only be observed by tracing the TDP operation. When this timeout is reached the backup fails with:

ACO5403E The configuration of the Virtual Device Set could not be obtained.

We understand this is desirable to prevent backups from hanging indefinitely instead of producing an error.

However in some cases, where the database has an abnormally large number of data files, or other factors delay the availability of the VDI, this timeout is not sufficient.

Even though the VDI takes several minutes to be available and is eventually created successfully, the TDP backup fails after 60 seconds.

To cover these corner cases the VDI timeout parameter should be user controlled.
