Chargeback reporting in SPP (Pre/Post Dedup/Compression)

Request from customer on chargeback reporting in SPP. This is a requirement from a healthcare and goverment customer but almost all larger customers seem to use some kind of chargeback today.

We currently see two different requirements when it comes to chargeback reporting. Some customers base their chargeback on Pre dedup/compression and some on Post dedup/compression.

SPP need to provide both to satisfy most common chargeback requirements.
