Server command to change/migrate node config from one TSM instance/server to another

When running a TSM environment with multiple servers and TSM instances on each server - and not always having direct access on all clients - it will be useful if a TSM administrator could issue a server command to tell a client to change its configuration file to point to a new TSM server/instance.
This is useful in a scenario, where the current TSM instance is going to be terminated - and the remaining nodes and data need to be migrated to other TSM instance(s) - but the TSM administrator doesn't have access to the clients in order to change the client configuration file(s).
