This is an interesting idea.
Have you tested to add an include/exclude rule on the node where you exclude the VM?
I know that it will be complicated due to taggings, but just curious.
What if the backups was triggered from the VM servers console instead, is that exclusion available there?
In the SPFS (Filesystem for Spectrum Protect); the administrators has the freedom of selecting the method they want to use to protect the VMs
For example using the Proxmox interface to protect KVM guests, and by selecting the prefered executions from there.
SPFS is just a way to translate filesystems calls directly into Spectrum Protect Client API Calls, so nothing is really staged locally.

What I am trying to say is if there is a way to resolve this using native VMware tools, than that options is also something to consider.
