We use IBM Spectrum Protect Plus offload (copy) to Cloud feature in addition to Replication (another copy) to a IBM Spectrum Protect (classic) repository server for a subsequent tape backup.
Due to a huge volume of data already being backed up by vSnap servers we need to throttle Cloud offload process not to flood ExpressRoute to 100%, which would impact users' performance in Office 365. Unfortunately vSnap throttling was deprecated and the Site throttling also throttles a Replication copy process as well. Our Replication goes over 10Gbit WAN link while Cloud copy over 900Mbit link only. We need to have an ability to set separate throttling for Replication and Cloud.
It also would be nice to configure an outgoing proxy server in the same page since normally our servers do not have direct access to the Internet. Or have support for the 2nd for a replication or cloud jobs (subject of assignment)

When I was working at Volvo, we used to create a crontab scheduled task to throttle data using the linux OS "tc" (traffic control) command.
That solved our issues.
Other ways are more complex and expensive solutions, such as MPLS using different WAN prioritizations, but that requires both ends agree on the prioritizations policies.
WAN optimization tools exists too, that investigates the type of data going over WAN to prioritize different traffic pattern over other type of data patterns.
