update TDPOSYNC to set objects as inactive

Hello,

We have a security need to limit the potential access of rogue actors. Specifically, we need to ensure a single person cannot destroy both the production systems and their copies in backup. For most workloads we can use backdelete=no to prevent a malicious actor on a production system from deleting backups. In the case of some TDPs such as MSSQL and Oracle though this is not possible. To fix this we need an update to the TDPOSYNC utility so rather than marking objects as expired and ready for deletion instead it marks them as inactive so the normal management class retention settings are applied.
