Add support for tape media partitioning

With the ever increasing capacity of tape volumes collocation by node wastes more and more space for smaller nodes. Switching to collocation by group is not an option for us as we have thousands of nodes that are not in our direct control so we don't know beforehand which node gets big and which node gets small.

Jaguar and LTO provide the possibility to logical partition a single tape volume into multiple logical partitions. Spectrum Protect should support this partitioning feature for Jaguar and LTO to let us continue to use collocation by node while maintaining reasonable overhead.

    This request may not be delivered within the release currently under development, but the theme is aligned with the current multi-year strategy. IBM may consider and evaluate any RFE Community feedback for this request through activities such as voting. IBM will update this request in the future.

    sounds like a great feature
    can also improve the way how SPFS (a filesystem for Spectrum Protect) operates on tape too
