Restore VM to the max. possible configuration in case of any issues detected instead to force restore only to minimal config

We have now experienced several situations where VM's were restored with only a minimal configuration because of problems (e.g. maximum number of available ports in port group was reached, unrecognized new parameters in VM config etc.). For further details see PMRs TS003113976, TS003174482 and TS003148118.

These VMs restored with minimal configuration (1 CPU, 1GB RAM, no network etc.) are not usable and it requires a considerable effort and time to identify and define all the parameters of the configuration manually.

Instead of immediately forcing the restore with a minimal configuration in such cases, the VM should at least be restored with all correctly available parameters and a corresponding error message should be issued for the parameters that could not be restored correctly.
