Fix o disable "Replace" option in VSS DB Restore

Tivoli Data Protection for Databases(SQL) has the option to backup and restore either using Legacy or VSS options.

Whenever you select Restore you have the hability to select various "Restore Options", among this options is "Replace"
"Replace" tells the TDP for SQL that in the case of a restore where there is a database with the same name, it should replace it, destroying the existing database.

The issue is, when you select "Restore Into" from a VSS database backup, even if REPLACE=NO the database gets replaced either way.
The interface is supposed to help the user, and in this case it turns out it misguides the user.

Potential Consequence: Loss of information, loss of faith in product, loss of money. The interface should be smarter.

    In the following Note, IBM says that "VSS style backups ignore setting of /replace option" and mention a documentation amendment. We expect that GUI and command line interfaces are corrected to NOT ignore this VSS + replace=NO combination, and output an error when combined.
