SPP SSL Certificate upload needs significant improvement

The process to upload an SSL certificate for Spectrum Protect Plus is unclear and misleading.

The "manage your certificates" upload screen in the admin console states that the supported certificate format are cer and crt. These are also listed as the only supported format in the upload dialogue.

Upon searching the Internet, many sites refer to cer and crt format files as DER format (see: https://support.ssl.com/Knowledgebase/Article/View/19/0/der-vs-crt-vs-cer-vs-pem-certificates-and-how-to-convert-them a top hit from web search), when in actual fact (established by talking with development) the expected format is DEM.

To compound this problem if a crt/cer file in DER format is uploaded there is a silent failure, so it is unknown if it's worked or not.

To further complicate the matter it appears that the entire VM has to be rebooted in order for the new certificate to be used. Simply restarting the nginx service didn't achieve this.
