OC STG Settings flexibilisation

In a large Installations monitored by Operational Center are settings for Storage Pools too inflexible.
The thresholds could be set only for all Spoke Servers and all Storage Pools. Especially by using of Storage Pool from type FILE with predefined volumes You get
in OC (oc/gui#pools) such pools always shown in status "critical". In real case the pool B2D.BA.F will be shown as critical though 4997 volumes from 5000 defined volumes from pool are empty.

Here is output of some selects from one our server instances:

tsm: S100>select count(*) from volumes where STGPOOL_NAME='B2D.BA.F' and STATUS='EMPTY'

Unnamed[1]
------------
4997

tsm: S100>select count(*) from volumes where STGPOOL_NAME='B2D.BA.F'

Unnamed[1]
------------
5000

I request for change to make the pool settings more flexible. So that it will be possible to make settings for Error and Warning per Spoke Server and for each Pool.
