Add equivalent of "issue message" command to DSMC, so it will be logged on client as well

Recently I answered an RFP question regarding different automation techniques, including the use of Issue Message dsmadmc command to send a message to the server activity log. I realized that this functionality would be enhanced if we could issue the equivalent from the DSMC executable, which would place a message in the server actlog and the local client logs. This would not only make the problem determination easier for those on the client machine, it would also preclude needing to install dsmadmc (on windows) solely to provide this functionality.
