Support newer browsers (IE11/Edge, for example) in TSM Monitoring

Monitoring/Reporting for Spectrum Protect must be updated to allow browsers beyond IE8 and IE9 for login to JazzSM to manage Cognos Reporting.

Those browsers are the only officially supported by IBM, but are no longer supported by Microsoft. IE11/Edge is the current version being forced by my network security team.

I had to upgrade to IE11 in order to create PMRs, but that created a situation in which I cannot now manage Cognos Reporting.

    Additional reason for more modern browsesr:
    I had to update my PC to IE11 in order to login to IBM to create PMRs.
    That created a failure situation regarding access to Cognos Reporting.
